From standard buffer to designed wetland interface
For development near mapped wetlands, buffer requirements can arise through Queensland’s State Development Assessment Provisions and local government planning scheme overlays.
For example, State code 9: Great Barrier Reef wetland protection areas identified a 50 m wetland buffer as the acceptable outcome for wetlands within a prescribed urban area. Local planning schemes may also establish wetland and waterway buffers through their own overlay codes and assessment benchmarks.
On constrained infill and greenfield sites, these buffers can have a significant impact on developable area and project feasibility. But the buffer is there for an important reason: to protect the ecological values and functions of the wetland.
So the real question isn’t simply whether the buffer can be reduced. It’s whether the relevant performance outcomes can still be achieved through a carefully designed wetland interface.
In the right circumstances, they can.
A site-specific ecological assessment may support an alternative buffer in combination with practical design and management measures such as:
- vegetation rehabilitation
- stormwater treatment
- fauna-sensitive design
- access management
- appropriate edge treatments
- improved habitat connectivity
A reduced buffer isn’t about weakening environmental protection. It’s about understanding the wetland, the potential impacts of the development and designing an interface that responds to them.
In some cases, a smaller, actively designed and rehabilitated buffer can deliver a better ecological outcome than a wider buffer with little consideration given to how the development actually interfaces with the wetland.
